The anonymous who contributed this at de.wikisource called it the national anthem of the Livonian people. Because there is no livonian nation, I don't know if it can be called national anthem.

This is an interesting topic. I would not say there isn't a Livonian nation. Livonians don't have a government with a territory about which they decide. But that doesn't exlude they're a nation - there is a nation of Palestine as well, even if their land has been occupied for a long time. I would consider as a nation every group of people which considers themselves as a nation (for reasons as language, religion etc.). So do (almoust extinct) Livonians in Latvia.
