‎統帥伯麥同埋全權公使義律謹喺依份公告同香港島上嘅住民啟示，喺天朝同不列顛嘅雙方朝廷特派官員明確公開同意下，個島依家已經成為英吉利女皇嘅領土一部份；而喺個到住嘅土生土長人士必須要明白，佢地依家係英吉利女皇嘅臣民，佢地必須向陛下同埋陛下嘅官員履行義務同服從。

‎奉女皇陛下嘅恩名，啲住民茲此獲承諾受保護抵抗所有類型嘅敵人；而且，佢地另外獲保證可以自由咁進行佢地嘅宗教儀式、典禮同社會風俗；亦可享用合法獲得嘅私有財產同得益。喺女皇陛下再落諭旨之前，喺不列顛裁判官嘅監督底下，佢地將會受各村嘅長老以中華律例、風俗同慣例來管治（任何類型嘅酷刑除外）；而且，為咗公義得到完整彰顯，任何人士有針對英吉利人或者外國人鐘意作惡或者不義行徑嘅投訴，都可以暗中向最就近嘅官員禀報。

‎為咗商貿而到訪香港港口嘅中華船隻同商人，奉英吉利女皇嘅名義，都茲此可獲豁免繳納任何收費或稅金畀不列顛政府。政府嘅指示會再透過公告不時發佈；而所有村長都需要負責確保指令得以妥當遵守同跟從。
