WHEREAS, Republic Act 10121 mandates that local emergency response teams be organized, trained, equipped and supervised to deliver emergency services, as well as to respond to and manage the adverse effects of emergencies and carry out recovery activities in the affected area, ensuring that there is an efficient mechanism for immediate delivery of food, shelter and medical supplies xxx;

WHEREAS, the nature of the work of emergency response personnel or first responders is such that they are exposed to physical risks and health hazards as they work outside of their offices and do field work, as well as face many unpredictable situations, in the performance of their duties and responsibilities to a greater degree, more so than other LGU employees;

WHEREAS, Republic Act 9003 mandates that local government units are primarily responsible for the effective and efficient solid waste management, particularly garbage segregation and disposal, and Article 3, Section 23 sets forth the minimum standards and requirements for the collection of solid waste, where all collectors and other personnel directly dealing with collection of solid waste shall be equipped with personal protective equipment to protect them from the hazards of handling solid wastes, along with necessary training to ensure that the solid wastes are handled properly and in accordance with the guidelines pursuant to this Act;

WHEREAS, the nature of the work of garbage collectors is such that they are exposed to physical risks and health hazards as they work outside of regular office environment in the performance of their duties and responsibilities, more so than other LGU employees due to materials they handle;

WHEREAS, Sections 16 and 458 of Republic Act 7160, otherwise known as the Local Government Code of 1991, "empowers the Sangguniang Panlungsod to enact ordinances and resolutions for the general welfare of its inhabitants xxx," that is to include those who are serving in government;

WHEREAS, it is imperative that the traffic enforcers, first responders and garbage collectors be granted the necessary incentives as they work outside of regular office environment and may also have irregular work hours to ensure the effective and efficient performance of their duties and functions given the nature of their work in the field;

NOW, THEREFORE, on motion of Councilor Carolyn D. Sison, co-sponsored by Councilor Apolonia G. Bacay and LBP Raul B. Bacay, duly seconded by Councilor Arvin P. Braganza and Councilor Verna S. D. Rabago,

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF ALAMINOS, PANGASINAN IN REGULAR SESSION ASSEMBLED AN:

SECTION 1. SHORT TITLE. This Ordinance shall be known as the "Incentive for Qualified Frontline Field Workers Ordinance of 2022."

SECTION 2. DECLARATION OF POLICY. The City Government of Alaminos City

recognizes the vital role of traffic enforcers, emergency response personnel/ first responders and garbage collectors in the delivery of highly necessary frontline services. In the performance of their duties, these select personnel are exposed to undue hazards and risks not normally encountered by regular office personnel. Hence, it is deemed necessary to provide them additional compensation for performing hazardous duty or work involving physical hardship.
