APPROPRIATION ORDINANCE NO. 2019-004
AN ORDINANCE APPROVING THE REVERSION OF FUND FROM THE UNEXPENDED MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT-QUICK RESPONSE FUND FOR THE YEAR 2013 AMOUNTING TO FOUR HUNDRED SEVENTY-FIVE THOUSAND EIGHT HUNDRED THIRTY- FIVE PESOS 91/100 (Php475,835.91) TO THE REHABILITATION/IMPROVEMENT OF LOCAL ACCESS ROAD: PUGUILTUBADAY (CASIDAYAN-NIYOG-DECCAN SECTION) ROAD, SANTOL,
WHEREAS, as per National Disaster Risk Reduction and Management Council (NDRRMC), Department of Budget and Management (DBM) and Department of Interior and Local Government (DILG) Joint Circular No. 2013-1 dated March 25, 2013 states under 6.0. Policies and Procedure on the Utilization of the LDRRMF, to wit:
6.4 The unexpended LDRRMF shall accrue to a special trust fund solely for the purpose of supporting disaster risk reduction and management activities of the Local Disaster Risk Reduction and Management Council (LDRRMC) within the next five (5) years; and
6.5 The unexpended balances of the LDRMMF may be released and utilized for new expenditure items upon submission of a revised AIP as approved by the local sanggunian and Local Chief Executive (LCE) upon recommendation of the LDRRMC in accordance the approved LDRRMP.
WHEREAS, to fully implement the same and to substantially comply with the rules and regulations on accounting and auditing of government projects using public funds, the proposed project was identified are prepared in consideration and consultation with the Municipal Disaster Risk Reduction and Management Council and Municipal Development Council;
BE IT ORDAINED, by the Sangguniang Bayan of Santol, La Union that: SECTION 1. There is an available unexpended MDRRMF for the year 2013 from the Special Trust Fund amounting to Php475,835.91 which will be reverted back to the General Fund and be utilized for the following project:
