WHEREAS, the Provincial Government of Pangasinan, under the current leadership, prioritizes programs and projects that place supremacy to providing opportunities and resources to improve the capacities of all Pangasinenses, whether in groups or individually, to chart their own economic advancement- firmly believing that doing so ensures the realization of its mission of bringing progress to all, especially to the poorest in our communities;
WHEREAS, the Sangguniang Panlalawigan recognizes the centrality of the Provincial Livelihood Assistance Program in the Provincial Government's broad efforts to lay down the strong foundation for inclusive development in the province, and understands the need to institutionalize the same to guarantee the program is provided with the required institutional support and mechanisms to carry out its stated objectives and enable it to serve more association, cooperatives and micro entrepreneurs and their respective members and families all over the province;
WHEREFORE, in view of the foregoing, on motion of SP Member Salvador S. Perez, Jr., duly seconded
Be it enacted by the Sangguniang Panlalawigan in session assembled that:
SECTION 1. TITLE - This ordinance shall be known as "An Ordinance Institutionalizing and Strengthening the Provincial Livelihood Assistance Program of the Province of Pangasinan and Appropriating Funds Therefor and For Other Purposes";
SECTION 2. DECLARATION OF POLICY. It is the declared policy of the Province of Pangasinan to generate and provide livelihood and employment opportunities for its constituents to help improve their income and savings generation and access to basic services necessary to raising their standards of living.
SECTION 3. This Ordinance shall have the following objectives:
1. To provide assistance to community-based associations, cooperatives and micro entrepreneurs in the areas of organizational and institutional development, capabiliry-building and credit assistance:
2. To assist in the generation of livelihood and employment opportunities by developing financially-viable and sustainable community-based business enterprises, and
3. To improve capacities of beneficiaries in the development, promotion and marketing of native Pangasinan products through direct technical assistance and in partnership with relevant government and non-government agencies.
