MUNICIPAL ORDINANCE NO. 10 – 2022

Ordinance Creating the Municipal Environment and Natural Resources Office (MENRO) in the Municipality of Urbiztondo, Pangasinan
WHEREAS, pursuant to Section 76 (Organizational Structure and Staffing Pattern) of R.A. 7160 otherwise known as the Local Government Code of 1991, states that, “Every local government unit shall design and implement its own organizational structure and staffing pattern taking into consideration its service requirements and financial capability, subject to the minimum standards and guidelines prescribed by the Civil Service Commission”;
WHEREAS, Section 443 (c) (2) of the same Code provides that, “The sangguniang bayan may create such other offices as may be necessary to carry out the purposes of the municipal government”; WHEREAS, further, Section 447 (a) (1) (viii), provides that:
“a) The sangguniang bayan, as the legislative body of the municipality, shall enact ordinances, approve resolutions and appropriate funds for the general welfare of the municipality and its inhabitants xxx
(viii) Determine the positions and salaries, wages, allowances and other emoluments and benefits of officials and employees paid wholly or mainly from municipal funds and provide for expenditures necessary for the proper conduct of programs, projects, services and activities of the municipal government.”
WHEREAS, the creation of the Municipal Environment and Natural Resources Office is deemed necessary to make sure that there will be a clear authority, responsibility and accountability for implementation of environmental policies.
NOW THEREFORE, BE IT ORDAINED by the Sangguniang Bayan of Urbiztondo in session assembled that:
